ABOUT PUBLIC HEALTH STRATEGIES (PHS)
PHS helps local government and not-for-profit public health organizations meet the challenges associated with the core functions of public health: assessment, assurance and policy development. Using innovative program planning, grant writing, policy analysis, statistical consultation, focus groups, survey design, outcome evaluation, and strategic planning, PHS works side-by-side with local government and not-for-profit public health organizations to provide hands-on support to improve the community health and quality of life.
WILLIAM GARNER, DrPH MPH FACHE(c)
Dr. William Garner is a health policy strategist, advocacy consultant, adjunct professor and minister with more nearly 20 years of professional experience in public health practice and policy at the national, state and local levels. Garner currently serves as Director of Government Relations for Parkland Health & Hospital System.
Garner holds both master and doctorate of public health degrees from the University of North Texas Health Science Center in Fort Worth. Garner received an undergraduate degree in English from Texas A&M University-Commerce.
